I didnt used date as the format is rhe date is specified in the following 
form "YYYY-MM-DD"

Not sure if I should use xs:datetime and just manually extract the values 
and add '/' between elements.

So to recap my datetime is a STRING as it allowed me to use patterns to 
validate leap years and looks like DD/MM/YY HH:MM

I want to modify part HH to add additional hours based on the timezone.

Might start a new post to clafiry my requirements from the beginning...

Any advice?
