XmlWriter.Create takes a string with a file name/path, see
   <URL:http://msdn2.microsoft.com/en-us/library/kcsse48t.aspx>
use that and pass in the proper path. If you are using ASP.NET then 
using Server.MapPath can help you construct the proper file path e.g.
   Using writer As XmlWriter = 
XmlWriter.Create(Server.MapPath("~/exports/export" & 
replace(now.date.tostring, "/", "-") & ".xml"))
