There are at least two answers to that.

1) newbies are often unaware that 'classic' ASP exists and are actually
refering the ASP.NET when only using ASP.

2) the OP may have taken up a post where ASP classic is the prevailing
technology.

However you're correct.  AJAX controls for ASP.NET 2.0 has a cascading
solution which does exactly what the OP is after.
