It is certainly possible to write a PHP program that parses your text 
according to some rules/structure you know and then emit XML. But there 
is no general and universal unique presentation of an arbitrary text as XML.

I don't know what the structure of your text file is and even if we know 
that then different XML representations are possible.

With PHP (I think 5.1 and later) you can use XmlWriter to emit XML
