No guarantee, but anyone who implemented an XML processor that
changed the order arbitrarily would soon find themselves out of
business...processing a text document and finding the order of
the paragraphs had changed would not be a useful discovery :-)

Is there a reason why you think the order might be changed?
In normal circumstances the order only changes when the program
requests it (eg <xsl:sort/>).
