Until there is an Official word on the MSDN, here is my take:

We will not be releasing MSMs (Merge Modules) for Msxml6. We have found out 
the hard way, MSMs in general are evil. As MSM gets inserted to another MSI, 
the product id's loose the context and can cause major update issues 
especially when there is a security issue that needs to be fixed in all the 
machines in the world.

While, we know that not having MSMs, is somewhat hindering to deployment, we 
think not having MSMs is the right choice for the platform. This will be 
true for all releases coming from Microsoft at least from our departmant.

I hope you would understand and make required changes to your setup logic to 
chain msi's.
