Split large XML documnet into three smaller docs

I have an xml document that looks somthing like the following

<report>
  <xml>
   ....
  </xml>
  <xml>
    ....
  </xml>
  <xml>
    ....
  </xml>
</report

What is the most efficient way to extract each <xml> node into their
own xml document (file) ?

Can I do this without loading the entire document into memory ?

Is this something for XPath or XSLT ?
