Usually the “A connection with the server could not be established” is 
reflected as “permission denied” error in XMLHttp. Using ServerXmlHttp 
and WinHttp gave us a descriptive error message. In order to resolve 
this error, we should run the proxyconfiguration utility for the 
serverxmlhttp to work. Please follow the KB article below:


You may need to run the Proxycfg tool for ServerXMLHTTP to work

Prior to this I done the following:

Ø       We changed the xmlhttp.open "POST", szURL, false to use GET and 
we still got the "permission denied" error

Ø       We changed the server.Createobject("Microsoft.XMLHTTP") to 
server.Createobject (MSXML2.ServerXMLHTTP.4.0) and this gave us: "A 
connection with the server could not be established"

Ø       We changed the same to " server.Createobject 
(WinHttp.WinHttpRequest.5.1)" and that also gave us the  "A connection 
with the server could not be established
