I basically confirmed my expectations and solved my immediate needs.  If you 
use the merge module for redistributing MSXML, the merge module resolves the 
proper language and installs it -- including Brazilian Portuguese.

As I mentioned above, using the merge module resolves this fine -- even for 
Brazilian Portuguese.
