Well your requirements are a little vague, is this a desktop app?

I would start with a basic XML file containing the nodes such as orderItems 
and delivery address etc.
Fill in the information with the field data from the windows or web form and 
save. Upload when the user is online, possibly using msxml2.xmlhttp or the 
.NET web client classes.
