XMLSpy (versions 2004R1 and above I think) have this function. It can 
also generate a database schema from a XML schema.

For single schemas this works great including all constraints, but if 
your schema imports types and elements from other schema the constraints 
won't be as strictly enforced by your database and may need some tweaking.
