UTF-8 and parser versions

Hi

Im new to XML parsing and i need some basic info here

[important note >>  im using VC6 no MFC .]

#1) I need to support win98 and above and i need to use the XML
    parser installed on the target plateform . I am not shiping XML
    with my application so is there a basic version of COM interfaces
    i can use with VC6 that is found is subsequent XML parser versions ?
    Or will i need to use interfaces per version of the parsers ?
   ( For exemple the IXMLDocument  interface is not supported in the
    current version of the parser 4 etc.. )

#2 ) I need to read/write xml files encoded with UTF-8.
       Once the xml document is loaded i need to search for specific
        elements of string data.

        Do i need to call specific methods of the parser to read UTF-8
        or is the parser handling the encoding automaticaly ?
