But most XML stuff does not use the new features (character coding and naming conventions, for more see http://www.w3.org/TR/2004/REC-xml11-20040204/#sec-xml11) so one can say that XML is still on 1.0. You may want to download and try the Home Edition of Altova's XMLSpy. AFAIK it is free for home/private use. Thus you have a full featured XML validating Editor and more.
