XML 1.0 is the major version used, there is an XML 1.1 specification by 
now but you are supposed to author XML 1.0 documents unless there is a 
real need to use the new features 1.1 allows. And Microsoft so far has 
no parsers supporting XML 1.1.

Use MSXML 4 (Microsoft XML Core Services 4.0) available here
   <http://msdn.microsoft.com/XML/XMLDownloads/default.aspx>
if you want to use a parser with script (e.g. VBScript, JScript) or 
classic VB or C++.
If you have MS Office 2003 installed then you can also use MSXML 5 as 
Office installs and uses that version.

If you want to develop with the .NET framework then with .NET 1.0 and 
1.1 simply use the XmlValidatingReader class the .NET frameworks comes with.

Other validating parsers are Xerces for instance, there is a C++ and a 
Java version, both can be found at http://xml.apache.org/.
