Newbie questions

Hi folks.

I'm just starting out with XML.  I'm using a SAMS book - 'Teach Yourself XML
in 21 days", by Devan Shepherd.  It was published in 2001, and maybe XML has
moved on from version 1.0 since it was written.  What version are we on now?
Where can I find a roundup of changes in the spec.?

The book suggests I can get a validating parser at
http://msdn.microsoft.com/downloads/samples/internet/xml/xml_validator/
but this link appears to be dead now.  Any suggestions where I can get one
please?  (I assume IE6 doesn't validate against schemata, since I can create
a document with non-unique ID attributes and it doesn't complain!)
