For some reason I could not associate .XML files with IE in Tools->Directory Options->File Types... I had to type in a cmd prompt: assoc .xml=xmlfile Then Tools->Directory Options->File Types showed me settings for .XML files and even offerer to "Restore" them back, which I did. Everything is working back to normal now. Any xml file with or without header will display nicely.
