An xml file cannot be an image file in the strictest sense.
Most image files are binary content. It might be that it's an svg file which
is an xml representation of an image but in your case it sounds more like
the file has the wrong extension.
Can you open it in notepad? If it's xml then you should be able to see it's
just text rather than a jumble of text and unprintable characters.
