From the error that you are getting, it appears that the problem is not at
XML Validation time, rather at compilation of the schemas in the schema
collection. I think the schemaLocation attributes on the <xs:import>  need
to be fixed before adding to the collection. Do you have schemas importing
other schemas via a schemalocation which points to the internet? Seems like
schema imports are not directed towards your local folder
