Word 2003 allows you to protect regions within a document. This can be
extremely granular, but I haven't done much experimentation with it. For
instance, I can protect a start tag, but don't have to protect its
corresponding end tag. However, it won't let me delete the unprotected start
tag (which is the right thing to do!).

The way this works is that you actually begin by protecting the entire
document, then you select regions to be editable. So as long as you select
each region between the tags, you can edit the text and add child elements,
etc.

I would recommend some serious testing of this capability before rolling it
out, but it should work for what you need to do.
