I think it would mean exactly the opposite if IIS were set to "Require
client certificates".  As it is, with "Accept Client Certificates", I
can access the SOAP service from a browser, or from a Java client,
without using a client certificate- but not from a VB client using the
SOAP toolkit 2.0.

Any ideas?
