First of all, I would like to confirm my understanding of your issue. From 
your description, I understand that you need to get a list of MSXML 
versions available on each Windows version. If there is any 
misunderstanding, please feel free to let me know.

As far as I know, MSXML ships with other products, for example, MDAC and 
Internet Explorer. Here is a version list of the Microsoft XML parsers.

Since you are going to use it on pocket pc, I think you have to use MSXML 
2.0. Because Pocket PC only supports a subset of MSXML 2.0 functionality. 
Pocket PC does not support some features supported by Windows-based desktop
