To read, edit and create XML documents the XMLSPY is the most used program I guess. You can download a one month demo here: http://www.xmlspy.com/ To access XML documents from your own script/VB/C++ applications you can use Microsoft's XML SDK (including parser etc.) called MSXML 4.0. (I'm not sure wether you use MSXML in C#).
