Hi,
I just started using XML few weeks ago and I can higly recommend this site:

which leads you into all of the XML derived standarts from the basics (there
are a lot).
To read, edit and create XML documents the XMLSPY is the most used program I
guess. You can download a one month demo here:

To access XML documents from your own script/VB/C++ applications you can use
Microsoft's XML SDK (including parser etc.) called MSXML 4.0. (I'm not sure
wether you use MSXML in C#).

A DOM object is the structure that contains your XML document when loaded
into your application. You probably want to get familiar with DOM topics as
well.
