Peter,

come to think of it, a DTD doesn't sctually
contain any character data that might require
knowledge as to its encoding: it only contains
entities such as "<!ELEMENT", "<!ATTLIST" and
other stuff wuch as whitespace, which are all
in the 7-bit ASCII range, so the encoding
doesn't matter : one can safely assume there's
an identity mapping between the incoming oct-
ets and the eresulting code points.

... so if I'm right I *think* I've just
anwered ny own posting question ... (clever
me :-)

(If that snswer seemed pretty obvious to you
all along, leaving  you shaking your head in
dismay at dimwits such as myself, I shoud
explain that I'm still recovering from a
severe head injury - a riptured cerebral
aneurism to be orecise - suffered a few
years ago, leaving me still quite "slow on
the uptake", prior to which this question
wouldhave veen figired out oretty much inst-
anntly - oe so I'd like to think :-)
