Not a generally-agreed-upon convention, no. As with other programming 
conventions, the important thing is more that you are consistent within 
your own domain than that you do things exactly the same way as other 
projects do.

Both are equally acceptable as far as XML conventions are concerned. 
Your company's conventions may be a different matter.
