I just figured out a way, and it's really ugly.
At the top level you choose between A, B, AB, or BA:

<xs:group ref="AB"/>
<xs:group ref="BA"/>
</xs:choice>
</xs:complexType>
That's such a hack because you need to create groups for each
permutation. If this were three or four or more elements, it would be a
nighmare with that many groups. Here's the groups required for a
two-element solution as shown above:

<xs:element name="B" type="xs:string"/>
