I don't. I do, however, know a parser that does not support (by default without extra work) ISO-8859-15, Windows-1252 or Shift-JIS: expat. AFAIK, in *practice* the set of safe encodings is US-ASCII, ISO-8859-1 and UTF-8. In theory, it is UTF-8 and UTF-16.
